ขณะที่เขียนถึงคุณผู้อ่าน ผมและครอบครัวติด ‘ล็อคดาวน์’ ในเคแอลมากว่าสัปดาห์แล้ว ภาษาอย่างเป็นทางการเรียกว่า Movement Control Order (MCO) ออกไปไหนไม่ได้ ร้านค้าต่างๆ ปิดหมด เหลือเพียงสินค้าอุปโภคบริโภคที่จำเป็นเท่านั้น

แถมมาเลเซียยังส่งกำลังทหารเข้ามาช่วยดูแล และบังคับใช้มาตรการนี้จริงจัง เพื่อนๆที่ออกไปซื้อของ พบด่านสกรีนตรวจอย่างละเอียด ห้ามกระทั่งมิให้ขับรถออกไปมากกว่าหนึ่งคน มิฉะนั้นจะถูกเรียก

เท่านั้นไม่พอ วันก่อนหนุ่มวัย 34 ถูกศาลตัดสินจำคุก 9 เดือน เนื่องจากพยายามจะเข้าไปในไฮเปอร์มาร์เก็ต หลังเวลาสั่งปิดคือ 7:00pm ซึ่งเขาพยายามจะเข้าไปตอน 7:05pm

5 นาทีเท่ากับคุก 9 เดือน! ไม่มีจริงจังไปกว่านี้แล้ว

ที่ต้องจริงจังเช่นนั้น ก็เพราะมาเลเซียเป็นผู้นำประเทศแถบอาเซียนของเรา ด้วยจำนวนผู้ป่วย Covid-19 กว่า 2 พันคน ณ วันที่ 27 มี.ค.

เรื่องหนึ่งที่อยากนำมาเล่าสู่กันฟัง คือประกาศของนายกรัฐมนตรีมาเลเซีย Muhyiddin Yassin เมื่อ 2-3 วันที่ผ่านมา หลังล็อคดาวน์มาได้ 1 สัปดาห์ แบ่งเป็น 7 หัวข้อต่อเนื่องกัน ผู้คนชื่นชมมากกับการสื่อสารครั้งนี้ กระชับและกำชับ ตรงประเด็น เข้าใจง่าย (คล้ายอีเจี๊ยบฯ โฮ่ะๆ)

1. การจำกัดบริเวณได้ผล 95% จากความร่วมมือของพวกเรา To date, the MCO has seen a 95% compliance rate. The police and military have been ordered to take stern action to control the situation. This includes shutting down of public places which are frequented by the public and arresting those who violate the MCO. If the MCO is not obeyed, there will be no positive outcome and all our efforts till now would be wasted.

2. แม้จำนวนเคสยังเพิ่มขึ้นเรื่อยๆ As of noon today, we have recorded 1,796 cases, with an additional 172 new cases recorded today. 7 days ago, we had 673 cases. This means that the number of COVID-19 positive cases has more than doubled over the past week alone.

3. แต่หากเราไม่ได้จำกัดบริเวณ จำนวนจะก้าวกระโดดยิ่งกว่านี้ COVID-19 positive cases are expected to increase at a greater scale if we do not do anything.* The number of cases may even increase multiple times over such as what has happened in other countries. From one perspective, the MCO has more or less succeeded in controlling this outbreak.

4. เรายังผ่อนไม่ได้ จนกว่าเคสใหม่จะเป็น 0 และกำลังเตรียมรับมือกับจำนวนผู้ป่วยที่จะเพิ่มขึ้น We cannot be satisfied with the current measures we have taken until we achieve our target of recording zero new cases. The government is expecting that we will continue to see more new cases in the near future.

The Ministry of Health has prepared 3,585 additional beds in 34 hospitals nationwide for COVID-19 patients. As of now, 34% of those beds have been occupied, and we have a remaining capacity of 66% for further patients.

5. เราจะเพิ่มปริมาณการคัดกรอง การตรวจ โดยเฉพาะในพื้นที่ที่มีจำนวนการแพร่ระบาด The government's strategy is to locate, filter, isolate and treat COVID-19 patients. The Ministry of Health will increase its capacity to conduct testing at a larger scale. This includes conducting mass testing especially at high-risk areas.

6. ดังนั้น เราจะขยายเวลาการจำกัดบริเวณ ออกไปถึง 14 เม.ย. ขอให้มั่นใจว่าเรามีสินค้าและอาหารอย่างเพียงพอ ไม่จำเป็นต้องกักตุน Given that new cases are expected to be recorded in the near future, the duration of the Movement Control Order will be extended to 14th April 2020. You don’t have to unnecessarily stock up on food because the supply is sufficient. I assure you that food is enough for everybody.

7. มาตรการช่วยเหลือลำดับต่อไป จะประกาศในวันศุกร์ (27 มี.ค.) Further economic stimulus measures will be announced on Friday. No one will be left behind.
